All new and experienced cops or anyone street smart... Will the person hit get charged with hit and run?

Fellow cops... If a person was hit by another car and the other call left the scene and the person that was hit left the scene to call for help because they didnt have a cell phone. When the person who was hit returns to his car. Will the person hit get arrested for leaving the scene and have to pay any money?

I'm not a cop, but i went to the police academy and did 4 years of CJ. In my opinion no, because if you come back to the car, then you only left to get help. Hit and Run is described exactly as sounds. Not Hit, Run and return.

No, hit and run is for the hitter not the hittee. They were merely trying to get help. There is no law against that.
