No, you didn't do anything. You ALMOST hit him. And even if he said something to someone, you could always deny it. He doesn't have any proof of anything because nothing really happened. It was just a close call. |

Well, I think you wouldn't get into very serious trouble if nobody was hurt. It's his word against yours. You could say he jump out in front of your car and nobody but you and him would know the truth. But there's no proof.
Plus, if it was dark outside, I doubt he could see your license plate number---let alone memorize it. |

No, you will not. You had a green arrow. He should have waited to cross. He was actually in the wrong. And not one was hurt, so he cannot do anything about it. I wouldn't worry about it. |

no you cannot. Dont worry I have done this like twice myself. I know its scary at first, but you will be fine. Unless you actually hit them you cannot get into trouble and the guy has probably already forgot about it. |

No one was hurt so I take it that you didn't actually strike him or the dog with your car? If no, you haven't broken a law, but probably scared the bejesus out of him! I believe he would have no legal recourse unless you had actually hit him.
He might try to take you to small claims for a dry-cleaning bill. :) |

If you were turning on a green arrow, that means he had a red light/don't walk signal. So he should not have been in the intersection in the first place. But since he is a pedestrian, they always have the right of way. If he does tell the cops or whoever, just explain what happened, and you should be fine. It wasn't a hit and run, just a close call. |

You said both that "the street light was out" and that there was glare "from the street light". If you try telling a story this inconsistent to the police, you may get in trouble for not telling the truth.
In any case, the street light is not a valid excuse. You are supposed to have headlights on your car. |
