Any good drivers out there that know there stuff?

Hello, i went to take my drivers test for the second time after working my butt off to be perfect at parralel parking, and i got there at the end of the day(when i scheduled my appointment) and i passed the parrelel parking but the man as grouchy and failed me because before i pulled out of the parking lot, i didnt stop before the sidewalk that extended over the entrance, that was just a tan, sidewalk, colored line, but i did yielded and looked for pedestrians. i complained and they gave me a whole bunch of Bull, and even if i passed they locked the doors when i went back in to complain because they were closing and there were two people after me.that were taking the drivers test. one person let me in and acted surprised and ask if i passed. i took a whole drivers safty course last year and they didnt mention anything about having to stop before a sidewalk. everyone that day failed because of that rule. i looked it up online and this is the exact rule in the book. theres only two websites that actually came up with anything to do with the rule.
"When in a business or residence district and emerging from an alley, driveway, or building, the driver of a vehicle shall stop the vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alleyway or private driveway."
the text is worded so it can be comprehended in more than one way.
the second website was: http://www.mpi.mb.ca/english/dr_tips/stopsigns.html
it shows a stop sign here the sidewalk is- its the second to last one. and the place i went to had no stop sign.
but is this even allowed?

It is the law. Besides, it's better to stop before crossing the sidewalk than to take a chance on hitting a kid who just came running. |

You stop even if there isn't a stop sign because you want to see if anyone is walking along there because if you didn't you might run over someone walking along the sidewalk. Even if there isn't a sidewalk and you are exiting an alley like it says you stop to check for pedestrians or any other thing that could be coming along into your path. When I go to Walmart I sometimes park on the side of the building and when I am driving out I slow and stop because there is a pedestrian sidewalk along the building and you can't see if anyone is walking there and going to cross the road where I am coming up to. |

That text is worded so it can be comprehended only one way:
You must stop before the sidewalk. No line needed. |
