Are Cities responsible for safety rails for freeways?

My friends car lost control and fall off the side of a ditch before merging into a freeway. The road was slippery because of the cold weather. Is the city responsible for not having side rails to keep cars from drifting off it? Here is a link birds eye view. Give me your opinions thanks.

On a freeway, it's probably the state hghway department. However, it's definitely your friend's fault for sliding off; you're required to keep control of your car at all times.

First the Department of Transportation but second your friend was driving too fast for the current road conditions and most likely your Department of Transportation does not feel the need for a guard or safety rail in that area if people drive correctly.

Freeways belong to the state. So if you have a problem, contact your DOT office nearest you.
