Outside of city limits if there is no obvious other route are bicyclists allowed on the shoulder of the freeway?

Most Western states allow it, though many of those restrict their use in urban areas. Others generally forbid them but might allow use on a specific section where a "reasonable" (not "obvious") alternate route is unavailable. Your best bet is to check with your state's department of transportation or state police.
Under Federal highway guidelines, a state may prohibit shared use paths or bicycles on or along freeway (including Interstate) rights-of-way, but it is not a Federal requirement that they do so. |

It depends on the State or jurisdiction that you're talking about; however for safety purposes I would think that's not legal.
In NY, both the New York State Vehicle & Traffic Law and the NYC Traffic Rules and Regulations prohibit bicycles on highways. |

Absolutely not , if you ever notice when you are in a vehicle, there are signs as you enter a freeway, or Interstate stating no vehicle's less than 150cc's, or bicycles.^
It is a safety law, for the protection of all drivers. That is why you never see a bicycle on the freeway, or someone riding a motorcycle that just doesn't have the power to keep up with traffic. |

You can see the signs at the onramps reading, "No pedestrian, Equestrians or Bicycles." |

Yes, if there is no other route. I have seen bicycles on I-5 on the way to San Diego. But generally speaking, it isn't very common to see bicycles on freeways because most of the time there are alternate routes. |
