No. Doppler radars are not 100% accurate.

A doppler radar is a radar using the doppler effect of the returned echoes from targets to measure their radial velocity. To be more specific the microwave signal sent by the radar antenna's directional beam is reflected toward the radar and compared in frequency, up or down from the original signal, allowing for the direct and highly accurate measurement of target velocity component in the direction of the beam. Doppler radars are used in air defense, air traffic control, sounding satellites, police speed guns, and radiology.

Basically the radar collects data based on the frequency of the information. Sometimes the radar can give false readings..

They are accurate in what the pickup. However , a sign being vibrated by a strong wind may be what is picked up instead of the vehicle passing the sign at that particular time.

Well I'm assuming you got caught by a cops radar gun. The chances of it being completely wrong are pretty slim my friend. It could be off by one mph plus or minus, but that's about it. However, you can have a defense if the cop was not completely stationary when he caught you with the radar gun. Most cops do not have what you call double doppler radar to catch someone speeding. I'm not gonna go into all the detail of how it works but it is very expensive. That is why they have to be seating completely still in their car to legally nail you with the radar gun. Your only other defense would be to find out the last time his radar gun was calibrated. If the gun was passed it's calibration date you can also beat the ticket. Other than that, your going to have to pay the piper. Sorry dude
