I would say yes, because I remember reading on the NY DMV's website that doctors should not write patients notes giving them permission to drive without a seatbelt merely because they are overweight and cannot wear a seatbelt without an extension, and should instead tell the patients to get seatbelt extensions. I do not think the state would tell doctors to tell patients to do something illegal, so it probably is legal.
