Yes they are there is a DOT rule that they must cover the gravel rocks. your local government is not enforcing.

Yes, they are. It is required to have your load properly secured. If any of it comes out and damages someone's windshield, they are liable. They are simply trying to shirk their responsibility.

Its the carriers way of trying to avoid responsibility. If the law or ordinance states that these trucks must be covered, then the truck company is negligent. Call your local police, or DOT to inform yourself on the laws in your city and state. In most cases, the company is liable for material falling from their trucks and causing damage to other vehicles.

If they broke your windshield..you need to be 3-4 car lengths behind them or further if you see that they have no flaps covering their back tires...no, they aren't responsible..it's usually caused by following too closely
