Are they really going to change the driving age in NY?

I live in upstate new york & I am 15 going on 16 in Feb. Will the new law about the license when you 18 or something be effective [ in 2009]by the time I go to get my permit? Please give me a website or your source of where you know or found this information. Thank you.

You can get your permit when you are 16 years of age but it might change in 2010........
