What are the school bus laws? When do you stop and where and does the school bus have absolute right of way?

I was driving down a highway at 55mph and about 80 ft away a school bus got onto the road from the shoulder, making me break like crazy to avoid crashing into it.

Was I supposed to yield?

I'm an Arkie and I believe that the bus driver was at fault. He should have waited until it was safer to get back on the road. You are supposed to stop when they have on their red lights to stop.
