The pedestrian is in the crosswalk, right? This is basic drivers' education folks, and applies to all crosswalks, whether at stop signs or in the middle of the block!
In most places, drivers have to wait until the pedestrian has finished crossing the half of the crosswalk that the driver in driving on, then you may go. But, you have to check your state or provincial law. In some states, Utah, for example, if the driver is in a school zone with the lights flashing, he must wait until the entire crosswalk is clear before driving on. If there are safety patrols, such as during school hours, it doesn't matter what state you are in, of course you wait until the pedestrian has cleared the road.
But never, anywhere, can you drive on just because the person is in front of the car beside you! That pedestrian has the right of way, at minimum, until he is on the portion of the crosswalk facing traffic coming in the oncoming direction.

Ah, we didn't get confused, you didn't tell the story completely. I assumed the car on the left was in the lane to your left. Well, at the 4-way stop, he has to wait for the pedestrian to clear, so, yes, you go, UNLESS you are turning left from your stop sign, in which case you have to wait for the pedestrian to clear as well. |
