where can i find documentation or "the law" that states that if you rear end someone you are 100% at fault in the state of CA?

You won't find it. Each case is different. There have been cases where one party rear ends another and is only found 70% liable. You'll never find it in writing. Accidents and liability are on a case by case basis |

There is no such law.
Because California is a "no fault" state, the courts sometimes assign a percentage of financial responsibility in the case of collisions.
For examples, the car in front slams on the brakes for no apparent reason, and the following car rear ends it. The courts may decide that, while the rear car had the primary responsibility to follow at a safe distance, it may determine that the front car made an usafe move, contributed to the collision. It may determine that the front car is 20% responsible and the rear car is 80% responsible. |

This is pretty well standard procedure all over the world .However if the driver at the front slams on his brakes for no good reason he could be found guilty . |
