Can I still get my license?

I'm 17 & currently have my provisional license. My provisional ended about a week ago and I'm not sure if I can still apply for a regular license.

About a month ago I was in a (I don't want to say minor..but no one was hurt and at least my car was still able to run) crash. I didn't have anyone else in the car and I cooperated with the police fully. It was deemed my fault because I was at a two way stop and she had the right away. So I got issued a citation/ticket and a fine. I went to the court and the judge said I could get them both taken away if I took a defensive driving course (since it was my first offense). So I did and now they're both supposedly 'gone'. So I can't figure out if I'm still eligible to reapply for a traditional license.

My state DMV site: (and I'm only half sure that's even the right page. It's difficult to tell when they're talking about 18+ and 16+. Any help would be appreciated.
