Sure, he can! Whether it's safe--or legal--depends on your state laws. Check with your BMV or state police.

Generally, the safest place for a child in a car is in the middle of the back seat, in a booster seat if he's under a certain height/weight.

Actually no. A child that is 12 years and younger should not be riding in the front seat. The reason for this is because of their height, and their weight. The fatality can increase if a child is too light and they are riding in the front seat.

Yes, but it depends on the car. If their is a way to turn off the air bag in the front seat, then yes. If not, no.
