Technically they can because they are not technically parking. It could be argued that what they are doing is classed as "waiting while they go about their lawful business".

BUT...

If they nip off for a bacon butty, have 'em

No, but the arguement is that you have already created an obstruction (so by parking close to you they are not creating a new obstruction) and they are active in performing their duty of clearing any obstruction (writing a ticket is second to this but they seem to forget this fact). The courts recognise that they must park close to you in order to enforce the law. A police car or ambulance is also not exempt from parking restrictions. If they park fifty yards down the road (to prevent you seeing them for example) in a restricted zone then they are guilty of an offence and liable to the full extent of the law.
