Just to clarify, the speed limit in the UK is 30mph and there's no such thing as a moving violation here. Cameras are generally set to a minimum of 30mph but my speedometer showed me as doing about 28.

being as you have used MPH, I'll assume that you are in the UK.
Other factors can cause a speed camera to activate below it's normal parimeters, such as a bird flying in front of it etc etc.
The speed camera will flash twice and take two photographs 0.07 secs part. you will have also have noticed the white lines painted on the road in view of the camera shot.
The speed you are travelling at can be worked out using the distance your car has travelled between photo 1 and 2.
each line passed represents a speed of 5mph.
So if you have activated a camera, but are sure you weren't speeding, then the speed can be manually worked out by the processor. |

A speed camera can be set for variable speeds. If it is set at "30mph" and you are driving 31 or 32, it will flash but you will not be cited for speeding. Unless one is doing 10mph or more over the limit, usually a citation will not be issued. |

Yes, you can.
As an example if its is set at 25mph, and you are traveling at 28mph, you will receive a fine, and points. Its a "moving" violation. |
