There are three offences:
Section 1: Causing Death by Dangerous Driving
Section 2: Dangerous Driving
Section 3: Careless and Inconsiderate Driving
If you are just careless and run somebody over a kill them, you will get done under Section 3.
Careless driving is endemic. reckless driving is criminal. |

Yes. It doesn't matter where you did your reckless driving. In a car park or high road. Car is a dangerous machine, you should drive it with care and concentration and with other road users in mind. It becomes a reckles driving if you put other people's life in danger and you could be done for it. |

Yes if it is open and the public have ready access to it on payment or otherwise.ie a pub car park whilst the pub is open but not if closed.A Council multi-story for for2 pounds entry/timed stay, but not if you are locked inside after hours. |

No Police have more pressing things to do with thier under-staffed stations than stop everyone on the local supermarket for driving like a complete w*nker!. If that was the case, they would fit speed camaras, CCTv equipment and have duty officers posted at every car park and rake in the money for every driving offence commited!. |
