Can you drive off road vehicle on public land?

UK answer: Generally no you can't. It is an offence to drive a motor vehicle more than a few yards off the road on public land. The "right to roam" only covers walkers. If you do, or have permission of the land owner (Local authority for "public" land) you would need insurance for 3rd party injuries & damage, and this would probably be a part of the permission. Also remember that the more serious motoring offences can still be used against you (e.g. Dangerous driving) when off road, even on private land. NOTE there really is no such thing as public land, every square foot belongs to someone, a real owner, the local authority, or the crown.

There are official "rules of the road" for drivers with a Driver's Licence who are driving vehicles on public roadways. These are listed in the Driver's Handbook at your DMV.
There are also "rules for offroad vehicles" for riders of ATV's, Quads, Etc........check with your local DMV or Police Dept.
Usually any "off-road" vehicle is a Quad or a Trike, or Dirtbike, and these must not be used on public roadways without proper insurance and registration plates displayed. You may not drive these vehicles on any road or in the ditches along side ot any roadway anywhere between the fences.
You also need permission of land owners to enter their property and should check this out in advance of any trip you plan to take. Locally, this weekend we have a 60 mile trail set out for the ATV Club to use. It travels through private land, but everything was organized well in advance....use of private land approved, trails marked with signage, and club rules would be followed as well with regard to safety, traffic rules, etc.

You can only drive off-road on land where you have the permission of the land owner.

Public land is in fact owned by the state, the local authority or the crown. They do not normally approve of off-road vehicles using it and you may well get prosecuted.

If you mean a car with a SORN on it, then no.

If you mean a general off-road vehicle, then you need permission of the council. All relevant to the UK.

If its a road legal vehicle with insurance, MoT, licence etc you are liable to be charged with "Driving other than on a road"

If its an off road only vehicle you can expect to have it seized and crushed.
