I'm convinced you can't (since you can't walk along the hard shoulder except in an emergency), but my friend seems to think that there isn't a law against it, so therefore you can.
Since you can't ride a pushbike or a moped on the motorway, surely you can't ride a horse?!

you'd think that common sense would prevent you from doing so anyway......

Rule 227 in the Highway Code states that:
Motorways MUST NOT be used by pedestrians, holders of provisional car or motorcycle driving licences unless exempt, riders of motorcycles under 50cc, cyclists and HORSE RIDERS. Certain slow-moving vehicles and those carrying oversized loads (except by special permission), agricultural vehicles and most invalid carriages are also prohibited. |

Well you aren't allowed by law to cycle down a motorway....and a bike is totally predicatable and i'm pretty sure none of them get scared by the traffic so i would imagine that you wouldn't be allowed to ride a horse. Some can spook with traffic, and with the speeds cars travel on the motorway i'd say you'd have to have a deathwish to ride a horse whether its legal or not |

to travel on motorway must be a vehicle that has a minimum size of 50cc (excluding agricultural tractors which are also forbidden) pedestrians and pedestrian controlled vehicles are also forbidden |
