Can you still get someone in trouble for reckless driving when there was no damage to the car?

While my boyfriend was in class, I was waiting for him in his car. Some kid speeds up, pulls into the parallel parking spot in front of me, then backs up, keeps backing up, and taps the front of my boy's car. He continues to park, looks back, then gets out of his car and walks away. I get out of the car, look to see if there's any damage (which there wasn't as far as I could see), then got back in the car to take his plate number down. Is there any way my boyfriend could possibly get this kid some sort of ticket or anything for not being careful?

This kid was backing up way too fast on a busy campus street. He had more than enough space to park, and he just kept backing up. He didn't even get out and look, and he knew he hit the car because he opened his door and looked back at me. He had a scratch on the back of his car from it, but my boyfriend's car wasn't damaged. My boyfriend isn't mad that he hit his car, we're both mad because this kid didn't even apologize and he wasn't driving safely to begin with.

With no damage to the car, your boyfriend has nothing to report to anybody. No damage was done so there is no ticket that could be issued, no proof of any wrongdoing. Thousands of such incidents occur every day, but it is "no harm, no foul".

No, your boyfriend didn't witness the event and wasn't harmed in any way. If something's going to be done, it has to be you.

In my city if you call the police they'll send an officer to your home to take your statement and decide whether any action is warranted. Could issue a citation, of course you'd have to be a witness at his trial. Or, he or she might go to the guy's house & warn him about his behavior.

But just because his car made contact with yours doesn't mean he was being reckless. You said " then backs up, keeps backing up..." from your description, sounds to me like an attempt at normal parallel parking, except for the accidental "tap."

Are you overreacting, or was your description a bit understated?

With the modern plastic bumpers very slow speed accidents can be masked as the bumper springs back and retains its shape, I have first hand experience of this.
I was involved it a 4 car shunt a few years ago the last car it be hit had only a slight scuff on it's bumper, the driver said it would polish out (I was first car to be hit and not at fault) later that evening he rang me to say when he got home he couldn't open his boot as the structure under the bumper had been pushed up jamming the boot

It's a selfish and dangerous act, what if it had been a person stood there.

Also Airbags can be set off quite easy and cost a fortune to replace.
