Car blocking sidewalk...?

Car blocking sidewalk...?

a car was over the line yesterday and blocking the sidewalk.. should they not get out of the pedestrians way and move or is it up to the person walking to go around the vehicle?..also while i'm on a rant ..what is the minium that i should see a signal on a car being turned on
Additional Details
there are always lines there that a car should stop behind it's not a cross walk the car was blocking the path of the sidewalk which would force me to go around

No person shall stop a vehicle unnecessarily in a manner that causes a vehicle to block a marked or unmarked crosswalk or sidewalk.

The car shouldn't block a crosswalk not sure what you meant by sidewalk but if there is a line its there for a reason. And you should signal 100 ft before you need to turn.

Blocking a crosswalk or on a sidewalk with a vehicle is illegal and downright rude. What if a handicapped pedestrian needed to get through and couldn't go around. About 10 years ago, Cornell University had to pay a blind student's medical costs after she walked into the back of a maintenance truck that was parked on a sidewalk and broke her nose.

If they were parked there you could call the cops and have the car towed.

Intresting,in the state of new york,the drivers manual says,it is illegal to block a sidewalk in chapter 7 it is also against the law to block a sidewalk on a residential street that has a cut down curb for handicap accessability,but gues what,you call the police station and the cop says,what code is it,and you tell them the drivers manual and they come back with the same question,do you think they ought to get a copy of the drivers manual and look it up thereselves.I got nothing accomplished.
