most are dark colored car plates, are these allowed worldwide?

No.

Some people do that so that speed-traps (helicopters on the freeway for instance, cameras, etc) can't take a picture of their plates and so get away with breaking the law more. As long as the police can read the plates from behind, it's not exactly against the law, but you can bet eventually it will be.
