Could you explain rule # 2 on this list?

Rule 2 is confusing to me!



PARKING ON HILLS

When parking on hills, you should do the following:
1. Headed downhill, with or without curb: turn wheels to the right
(except when parking left on a one way- street).

2. Headed uphill, with curb: turn wheels to the center of the street
with the back of the front tire against the curb.

3. Headed uphill, without a curb: turn wheels to the right so that the
vehicle will roll off the road if the brakes fail
Additional Details
I know WHY, I just don't know HOW to do #2.

You turn the wheel to the left. It will place the rear portion of the front wheels against the curbing to prevent the car from accidentally rolling.

Pull your car to the side of the hill with your right side tires about 6" out from the curb. stop the car. Turn your wheels toward the center of the street by turning the steering wheel counter clock wise, allow the vehicle to roll backward until the rear portion of the front tire makes contact with the curb. set the emergency brake. turn off the motor, place the transmission in park. watch for traffic as you exit the vehicle.

This is in case the cars ability to stay parked and held in place fails. If the car fails to stay put the curb will block the cars rolling path and stop the car so it does not roll away and hurt somebody or hit a bunch of parked cars and what not.

It's saying turn the wheel so that the back of the front tire is hitting the curb, and the front of the tire is aiming towards the street. This way the car would go into the street, not into someone home if the emergency brake were to fail.
