You could call the local operator (dial 0 on a land-line phone) you could ask them the number for the city maintenance responsible for that area. If that doesn't work, you could call the police station (the actual station, not 911) and tell them - they could tell the maintenance guys about it

and when you do call them, they will tell you to call your local Department of Transportation office for your state.
