Do most modern vehicles have governors?

I'm curious to know whether new vehicles have speed limiters and/or rev limiters. Also when did the practice of putting these limiters in vehicles first begin or when did it become common practice.

As a truck driver, I can tell you most large trucks have governors on them to restrict speed to around 68mph or so. This is mostly to save fuel, but is usually touted as a safety feature. For a long time, J.B. Hunt restricted their trucks to 55mph and the right lane on Interstates was known as the JB Lane. You don't hear it as often anymore, but might still occasionally.

These days, the rev or speed limiting is happening at the computer level. When the software receives an input from a wheel sensor or the ignition module, it begins to shut down the car by either cutting off power to the ignition module, or changing the timing on the ignition system.

Conventional inductive ignition systems (coil ignition) usually reach a brick wall above 5,000- 6,000 rpms. This is because the coil is getting less and less time to discharge between intervals. So the current limit gets cut down to the point where the spark plugs will not support efficient combustion. This is why most race car motors new and old use magneto and capacitive type ignition systems.
