seat belts are placed by clicking them into a socket, the only thing keeping the seat belt on you is the clip. the clip is operated using a lever to keep it in place, it won't malfunction, if it were to be in water just push the button to unclip it and you're free.

Think about it. It's the movies. They make a lot of things happen that aren't "real world".

Seatbelts can malfunction (I had one break at the wall anchor once) but the chances of that are slim. If it makes you feel better, keep a seatbelt cutter in your vehicle. They are fast and easy to use. Another good thing to keep is a window punch. These can break windows easily as that what they are designed to do.

Many times, the reason the person can't the get the seatbelt unbuckled, is that the person panics. That is a normal reaction in a submerged vehicle but if the person stays calm, they have a much better chance of escaping and surviving.

movies are not real so answer not many times what you see done on tv wil be all that true never had one fail in any way

if you hit something hard, your seat belt is designed to grab. it can make it hard to disengage... and has happened to people, however it's also rare. even rarer than actually running into a river or lake (not a greatly common occurence either)

on the other hand i generally have a knife in teh car so i can open seat belts anyway.

They will open in the vacuum of space and the will open underwater. About the only thing that can prevent them from opening is if they are packed with sand.
