Because they have to grip the road just as your cars tires do otherwise the trailer will be swinging all over the shop every time you go round a curve etc. they will affect the safety of the 'outfit' as a whole so have to conform to tyre regulations just as the tow cars' ones do.

Yes, they have to conform to the same regulations as car tyres (1.6mm min tread depth over the central 75% of the tread, free from deep cuts & bulges)
