you should yield your right of way,if there is a vehicle or vehicles still in the intersection ,otherwise proceed thru the intersection with caution on a green light.also always yield to pedestrians and bicycles.

Yes, the best way to think of it is imagine (as there is no stop light) that the traffic signal was no longer there... would you stop before turning right and make sure there was nothing coming in the opposite direction, of course you would.

If applicable in your country on the other hand a "Filter Light" showing a green arrow means you can turn right with right of way, there SHOULD be nothing coming the other way... however, as always, you should still check (what happens if someone coming the other way especially a bicycle had not noticed and carried on)

Yes if someone is in front of you or a car coming from the other direction is already in a left turn then you have to Yield.
