Of course on the beach there are parking meters. So I have an Idea about the charging on parking meters. (I really don't want this too happen foreal, but its for a project so I just wanted to know what you think)

1.For residents who live in the city of where the Beach is: Parking should be free

2. For residents that live in the State of where the Beach is: Parking is $0.75 per hour and is free on Wednesdays

3. For out of State people: Parking is $1 per hour

What's your idea for figuring out who lives where?

Parking meters are simple because you just put a fixed rate of money in. With your idea you would need someone checking the license plates of every meter to see if they lived in the state and probably some kind of access card to put in the meter to park for free if you lived in the city. It's cheaper just to charge like 50 cents an hour to everyone than to have the overhead costs associated with your system.
