i was reading an article that said it didnt...
i have a manual transmision car...

Depends on what you mean by coasting. If you mean getting up to speed, shutting off the engine and coasting until you need to speed up, then yes!
This is also known by some as "hypermiling". And has some cars seeing close to 100 mpg along with other methods. Note however, this is dangerous and not recommended by the US Dept of Transportation.

It can, if properly done. Thing is, most can't properly do.
Also, it's illegal in many places.

if you put it in nuetral yes. or if you put the clutch in. But dont turn off your car because starting up your car wastes a lot of gas!!

Not enough to see a difference plus it is illegal in many states and you can get into an accident very easy by doing this....
