Does it give him the right ?

I work in this building where no parking is available to staff but only managers. So i am led to park around the closest residential area. I've been parked out on the streets for as long as i've been working here. I am aware that i should keep clear residence's passage.This has happened before. There's one of this resident that sticks scone on both left & right side of space infront of his house.This is street parking i dont think its part of the house land rite? So i start parking across the road...today i notice there's his other car parked across the road and scone's on the left side rite infront of his house to block me from parking. He's obviously not happy abt it. I have parked on the right side space where he normally parks his other car purposely. He has ample of space in his premises itself. Why does he do this? Should i go complain this to the counsel?Cops? am desperate, parking within the premises will cost me 850euros. I live 1 1/2 hours drive from town. What can i do?
Additional Details
The thing is i am not sure how efficient the police is...they never seem to turn up? Only if it was an accident. They'd arrive before you call em'!

Everyone is allowed to park on the highway as long as the vehicle is taxed etc, and ensuring the Highway Code is followed.

This is actually the law, you cannot stop someone parking there if they are abiding by the general rules of the road. The householder does not have any rights regarding these parking spots.

Outside peoples houses, if on a street, is classed as a highway. The owners of the property do not have any rights about who can park here. Of course, some get pretty mad about it, but they really cant do anything about it.

These cones that your householder has put up have NO LEGAL MEANING. He has no right to the space outside his or her house!

Personally, I would write a nice annonamous letter stating these facts exactly, and post it to the nice tenant. I wouldnt go mad or anything but I would state that his little cones have no legal meaning, and that the road outside his house is a public highway, and so he should remove them.

If this doesnt work, get on to the local council - another letter wouldnt go amiss - and point out that this person is depriving you of a parking spot on a public road and if they could maybe have a little word with him.

Its not his fault that your workplace does not provide parking and you have no idea how much of a problem this has caused the person over the years. I suspect if yu complain to the council what will happen is that they will make it residents only parking. If the cones are there and you feel they shouldnot be then move them and park there anyway. He does not own the road. Beware however. Is it a battle you are willing to take to the end? People like him are the type who will put their entire energy into it and it can be very draining. Perhaps you could save yourself the hassle and use public transport. It might also be worth getting your empoyer involved as it is in their interest for their employees to be able to park.

He cannot control public roads or public parking regardless if its in front of his house. I'd call the police. They will explain it to him.

I don't think he does have the right, but I live in the UK and laws differ every where. Is there a local council that you can contact to find out the laws for your area? Or we have a place called the Citizens Advice Bureau's, they give free legal advice to people and if you had something like that where you live then you could ask them. If he is breaking the law by putting the scone (what is a scone?? Where I come from a scone is a cake) in front of his house then you can legally move them and park there.

No. He does not have the right to claim spaces either side of his driveway.
Write to your highways authority with photos as proof of his actions and ask them to write to him outlining the highway byelaws he is breaking.

Obviously he want the space for himself and it's close to his house. No, he does not have the rights to do so. If I were you, I take the scones away and see how many he can keep buying.

If he keeps coming home and has nowhere to park,he probably is angry about it.It might not just be you parking there.To have made him take drastic action to save himself a parking space.

He has no right to use the cones to reserve a parking place outside his house.
Curiously, though, if his car is not on his drive it is not illegal for you to block access to his drive. It is only illegal if you block his car in his drive.

The road belongs to all people and he cannot do this..
