the road is only closed in both directions to people using it to get somewhere if you live on the street or are visiting the road is open for you. you cannot travel thru to the next street

Yes it can, I've seen it done. A "road closed" sign instead of a "lane closed" sign. Doesn't make it right. Very few road repair workers have any formal legal training.
