Does the 10% rule still apply in relation to speeding?

That is, if you are going 32mph in a 30mph zone you won't get caught, but if you are going 34mph you will?

Does this also apply to national speed limit zones if you're going at 65mph?

ACPO Guidelines on speeding, and the UK law regarding prosecution:

Vehicle construction and use regulations require a vehicle speedometer accuracy to be in the range of -0->+10%. The implications are that it must never under-read - for obvious reasons - but may over-read. As the cost of manufacturing a speedometer with -0% error would be very costly they all over-read by a few percent without exception. Even if speed is measured correctly the display may not be accurate, so a speedometer error is allowed. Because of this, the Association of Chief Police Officers (ACPO) have an official formula for calculating a speeding offence. It allows a leeway of 10% plus 2mph. In reality, most speed traps are triggered at higher speeds than this because if they were set bang-on those guidelines, the sheer amount of paperwork generated would overrun the police speeding departments.

Therefore in your 30 mph limit zone, an allowance of 10%(3mph) + 2mph = 5mph-->35 mph

No matter what anyone tells you, there is no "rule" or "unwritten law" that says you can't be stopped for going "just a little bit" over the limit.

This is the first time I've heard it refered as a "10% rule." Usually the story is that you won't get stopped if you are going less than five miles an hour over the limit.

But the fact is that the laws in EVERY state allow an officer to stop a driver for going even ONE mile over. In fact, in hazardous driving conditions, a car can be pulled over for speeding, even if they are UNDER the speed limit.

In your example, about traveling 32 in a 30 mile speed zone. If that driver tried challenging that ticket in court because of that "10% rule," the judge would laugh that driver out of the court. He'd probably levy the MAXIMUM fine just for wasting the court's time.

The speed limit is the speed limit. If you went to court, admitting you were doing 32, then you would be GUILTY. Frankly, I'd find that scenario funny as heck.

Usually most police forces go on 10% plus 2 mph (35 in a 30) but these are only guidelines laid down by the Association of Chief Police Officers, or ACPO as they are usually known.
In reality some have cameras set to lower than the guidelines and they can and will prosecute for 1 mph over. the limit is the limit and that is that with some of them.

ACPO thing is GUIDELINES that there is no compulsion to follow.

Depends which area your in.
I had a friend who got caught by an enforcement unit (in Shropshire) with a laser gun, doing 33mph in a 30mph limit, £60 and three points.

Think that you will find the Welsh Police have an almost zero tolerance to speeding.
