Driving ( espa stick shift ) on Lombard St., San Fransisco, with weak Emergency Brakes ?

This one is for the smart all weather drivers . I still have a lot of fear for two specific challenging, driving situations .

<> If you are on the worlds most curviest street one like Lombard , San Fransisco & typical of the Lombard traffic you got to halt the car in the middle of an uphill ( angled 55-60% ) . Your emergency is weak and unreliable ( tell me who checks the E Brake now a days even in routine car checks ) fails and you
--- Have a stick shift car. You put full brakes on the slope at the 55 Degree.Now The traffic moves ahead by 2-3 feet. You gotta move ahead. .........but no sooner you let loose the clutch before you hit the gas.....the car slips behind........what do you do ....?
Your caught.......I had this situation...and was gasping......

--- If the same situation is repeated but now its automatic tranny ( E brakes weak ) ...what do you do ...?

Please give some serious sensible work around. I understand E Brake is always supposed to be on and its driver neglect.... you can scold me to your fullest & I 'd accept it .........but believe me this was a rental car off SFO airport and the E Brakes weren't working that well . Tell me how many people will check this before they lease the car.

<> If your caught in the snowstorm somewhere in Chicago and your driving a Rear Wheel Drive.....at just 20 mph...and even a small veer of the steering makes the car skid........a small push on the brake makes it skid......how do you control the car in that kind of climate. Any best practices of such snow driving

YOU DON'T HAVE TO ANSWER BOTH QUESTIONS If your not comfortable with both ......whichever one your good at...

I am sure an answer to these will help a lot of confused drivers like me......never know when it comes to use and to whom ....!!!

If I leased a car I wouldn't check the e brake/parking brake.
That's there ob to maintain the vehicle.
Why use the e brake/parking brake

In a snow storm you loose control always turn to the left if the back end if your car is skidding to the left and Viceversa
