Failed my driving test for going through a puddle at 15 mph?

I got a serious for Use Of Speed, the window was open and water splashed in SLIGHTLY. I did not get any faults otherwise. I asked what I did wrong , he said I should of stopped infront of it , gone around it on the other side of the road, 40mph speed limit road? My driving instructor is very angry and says this was unfair and should be classed as lack of experience. Was I wrong, I tried to move around it but never had dat situation before and watched what the people infront of me did which was go straight through it?
Additional Details
I watched what others did because I didnt knlow what to do in this situation, I was told I should of waited for the other side of the road to be clear and gone on that side.

Its not as bad as being a pedestrian on the pavement and getting splashed by cars going through puddles!
Don't worry. Assuming it was your first test I can tell you the best drivers pass second time. You will put it behind you and pass very soon. |

You don’t watch and do what other people do, you do what you know is best and in this situation you should of slowed down and gone around the puddle because to don’t know what might be in it or worse you might have loss control of the vehicle. |

Ridiculous ! If you slowed down from 40mph to 15mph, in my mind that shows you saw the puddle and slowed to maintain control. Coming to a complete stop is unnecessary and dangerous in my opinion. That way you'd be inviting a rear end collision. |

That's outrageous! Clearly, you were in a "no win" situation here. If you for some strange reason did what the assessor suggested, you would have been failed for a wreckless act. Consider this the luck of the draw and pray that you don't draw an instructor like this one again.
