it is the sign of christians since the late part of the first century ad. the fish was adopted as Jesus told the disciples, many of whom were fishermen, that he would make them fishers of men. the crossing tail did represent the crucifixion.
the symbol was used to mark the house of christians during the time from about AD 40 until AD 300 when Emperor Constantine became a Christian. prior to that the punishment for being a Christian was often death by burning, crucifixion or being torn apart by wild animals. thus teh early Christians developed it as a clandestine way to tell other Christians it was safe to stop at that house (there were few inns) and talk about their faith.
Christians in subsequent centuries and continents have continued to use it when facing persecution (Asian and Communists) and to identify with their brothers from around the globe.

it offers no protection, and unfortunately doesn't make the person any nicer, but is a visible symbol of their beliefs.

my mate is a born again christian, he says the fish on the back of the car protects him.
he's only had 3 major accidents that have nearly killed him so i guess it works.
and hes never been caught drink driving even though he's an alcoholic

Um, the fish symbolizes that a long time ago, when Christians were persecuted for their believes, a person (let's say Christian #1 or C1) would draw the upper curve of the fish in the sand with his toe or a stick. If there was a Christian in the group (C2), he would recognize this upper curve and complete it. Only would the fish be completed if C2 knew that the group was made of soley Christians, so C1 and C2 could speak about their belifes without persecution.

The "Fish" symbolises the Astrological Age of Pisces which started in 7BC like someone said its been reborn well thinks they have. They will soon die out though since in 2050ish the age of Aquarius the water carrier begins and the fish will be dead, metaphorically speaking or think the world is going to end lets hope their ridiculous ideas are long gone.
