The laws aren't as much of a problem as that people lack essential driving skills and don't pay attention.

The laws I would make would require MUCH stricter driving tests and kids would have an entire year of mandatory classes in high school senior year to learn how to drive.

Minimum driving age would be 17 in all states and you get a permit that only allows you to drive during the day for the first year.

The driving test would test reaction times and attention span using a computer and have set minimum standards. If you fail, you can try again in 3-6 months. The road test would be a minimum of 45 minutes to 1 hour and involve driving in urban city traffic areas as well as highway. This is how it is done in Europe and it's why they have much fewer accidents and traffic deaths despite higher speed limits.

All drivers would be required to re-test every year after age 65 and have vision and hearing tests as well.

No licenses for people with tunnel vision or very limited vision out of one or both eyes, PERIOD.

Restricted licenses for the deaf unless they can acheive normal hearing with hearing aids.

As it is right now, in most states you can be half blind with tunnel vision and deaf and have a normal unrestricted license. That is freaking absurd.

Laws rarely make roads safer. Good driving make roads safer. You can' legislate common sense/driving skill.

How about enforcing the rules that are already on the books?

A two lane interstate is easy enough for most drivers: slow traffic on the right, fast traffic on the left.

But a three lane interstate is too complicated for most American drivers to handle. The rule is not "slow traffic in the middle lane".

test Older drivers for eyesight yearly. Ban all activity like cell phones and eating that does not involve driving. Make road signs more readable and more accurate. Fix them potholes.

at every robot / trafic light to install a camera for the people who skip red lights - then give them a huge fine!

Outlaw cell phone usage, drivers under the age of 18 can have only 1 passenger, abolish red light cameras.

I would ban all motor vehicles. Everyone would have to walk, cycle or go by horse and carriage. Trains will still be allowed in my new world.
