If you called 911, and then found out that the person or place was fine, and you called and cancelled the call, did they get mad at you for cancelling the call?

They have to respond, you can't just cancel a call. What if you called for help and the person trying to kill you hung up the phone or called and canceled the call. They have better things to do then respond to fake calls.
