How can i convince my town to put in street lights?

What you need to do is start a petition. But before you do that, you need to come up with evidence that having dim lit areas is actually not safe for your area. The thing is, it is good that you want to get your voice out in the open because this is a worthy cause. But officials and citizens will not listen to your ideas if you do not first come up with reasons why lights should be put in place. So first of all, brainstorm about the reasons why having dim lit areas is not safe. I can give you a good reason right now just to get your started. The main reason why having dim lit areas is not safe is because it can attract crime. Usually crime does not happen in lit areas. In darker parts of the neighborhood there tends to be an increase in crime, drugs, loitering which is a hazard for innocent civilians. So come up with ideas like what I said to show forth to county officials. Do research on this, and provide statistics. Once you have done the research, start a petition. Get signatures in your area. Once you have enough go to your county council, and ask them to review it. Also talk to local authorities about this issue. But the main thing is to get the right information about this, and then show it, get a petition and go from there.

You can start a petition....get all the people in the area to sign a petition for street lights. Also....some smaller towns have city council/board meetings and you can present the idea there. I live in a larger city where we have a streets department and a good way to start is by asking the ones whp install the lights...why there aren't any there. Also....you could check with the police depatrment and get a number of the crimes in that area...and compare that to an area that has better lighting...that way when you present your idea or submit the petition....you can add that fact in as well.

You must be able to answer who's going to pay for these lights, cost of lights,installation,electricity,bulbs ,maintenance / upkeep

Just you alone cannot convince the town to install street lights. You should get a petition going, get people in that neighborhood to sign it. It's easier said than done to install street lights. Installing street lights is very expensive, not only does the town or city have to dish out the doe for the lamps they also have to pay the contractors.
Also it's not up to the residents on that street to turn on their lights just for passer-buyers to see while they walk on the sidewalk. I know I wouldn't leave my porch light on just for walkers walking down the street, for what? To make my electric higher, I don't think so. I've walked down a dark street before, and I had no problem seeing. I really don't understand why your really worried about something that really don't concern you. You don't walk down the streets of where you live do you? Just bring a flashlight. I really don't think you'll get them to install street lamps, but it can't hurt to try.
