How can there be other solutions to traction in winter time besides winter tires?

Solutions were asked for to resolve a traction problem with a vehicle in winter conditions. One solution was winter tires, preferably on all wheels and if possible, they should be studded. My questions are: Is their such a country with wintry road conditions where winter wheels aren't compulsory? What sort of winter wheels are such that don't have studding(summer wheels perhaps? LOL)? And what use would winter tires be only on back wheels or comparably on front wheels if you want to travel in other directions besides straight forward? All this from a Finnish point of view ofcourse.

It has been my experience that all season tires are the best way to go. I live in the north east, and we have had our share of wintry weather. All season tires serve the purpose of increasing traction during the winter, in addition to adapting to summer weather when that time comes around. The advantage is, you don't have to spend money on winter tires, and you don't have to change the tires back to summer tires. You can leave them on all year long with the exception of changing them when they wear out and you have to rotate them. Winter tires do have good sides to them, but the problem is you must replace or take them off constantly as the seasons change. They do offer better traction but in the long run it is costly. As far as using winter tires for the back wheels, that is done to increase traction in the back since most of the power comes from the rear. I recommend going with all season tires.

I use good quality Winter tires all round on my vehicles. I have tried studs and gave up on them as being a nuisance. Studs built a false sense of security and can be thrown out of the tire at highway speeds. The only time I would ever use studs again would be if I took up ice racing.
I will just stick with using good dedicated snow tires and slow down a bit.

Canada. Tires fall under provincial jurisdiction. Quebec has legislated that snow tires are mandatory. Ontario makes studded tires optional in Northern Ontario, however snow tires are NOT mandated anywhere in the province.

Winter wheels without studs are built with an aggressive tread, ideally designed to not plug up. They are built with a more resilient compound as well. Tires must be the same on all four corners.
