Best rule - If you don't have to, don't. It is each individuals call. The visibility is always changing - sometimes you can see a couple of hundred feet, maybe a quarter mile. Next thing you know, you can't see the front end of you own vehicle. The real problem is that if you're tip-toeing through the goo, chances are somebody behind you is running late or trying to pay attention to the speed limit sign. If there is ice or snow on the ground, taxi off and park it. Not in the cards today.
Again, if it doesn't give you a warm fuzzy, fix a hot cup of chocolate, kick your shoes off and try again a little later.

unless you are in the car driving in the fog, you won't know.
once you drive into the fog patch and you cant see anything out your windshield, it is too foggy to drive..SLOW DOWN, let others pass you if you have someone behind you, it is much easier to not be the first car driving as you can see the persons rear lights and follow them. Some people can see better in fog than others, some windshields are easier to see thru (clean vs dirty), headlights vary, seat positions vary.
If no one is behind you, sometimes you just have to go 2 miles an hour until you clear the fog.During hazardous conditions it is especially important to put your ego aside and let others pass you.
