Someone was trying to tell me that their 19 year old has to wait a year until she gets her driving license. She cant drive with out a licensed driver and has to keep a log of her driving hours. Is this right?
I thought that once you are 18 you can take the driver's test and get your license in all States.
I understand that under the age of 18 they get a driver's permit and have to drive so many logged hours with a licensed driver. But over the age of 19?
Can someone help me understand this?

Unless they changed it in the last couple of years you dont have to hold a restricted license once you are over 18. I live in FL and have several friends who took the test and got their regular license right away since they were 18 or older. If you are under 18 you require a permit for 1 year and you don't have to "log" driving hours you just have to have a parent or guardian vouch that you've driven enough.
They do this because who the heck expects a legal adult to drive around with their mommy and daddy or whomever for a full year?! Once you're 18 your considered responsible enough to just go ahead and get it, granted you've passed the written exam and driving exam.

Once a driver reaches age 18, they may apply for a Full License. For those already holding an Operational License, the driving restrictions will merely fall off. No new testing will need to be completed.
18-year-olds who have never held a driver's license may apply for a Full License as long as they provide:
two forms of identification;
a Social Security card, if they have one; and
proof they completed a Traffic Law and Substance Abuse Education course.
