A US study showed that about 34% of serious crashes had contributing factors related to the roadway or its environment.
Most of these crashes also involved a human factor.
The road or environmental factor either contributed to the road user error, or did not allow room to recover from such an error.

Virtually ALL vehicle collisions are due to one vehicle or the other's "inability" to stop in time.
That's one of the reasons that National Safety Council, in their Defensive Driving Instructor's courses don't refer to car crashes as "accidents" but, rather, as collisions.
Collisons occur, usually because the driver of one of the vehicle makes a poor decision. Perhaps because he got distracted, was impaired, or neglected to make a decision to get the car serviced.
So, to anwer your question, many factors have to be take into consideration. Did a vehicle not stop in time because it was traveling too fast for conditions at the time? Did it not stop due to mechanical failure? Did it not stop because the DRIVER made the decision to stop when it was too late to do it safely? Did the driver simply NOT make the decision to stop, for whatever reason? Did the vehicle not stop in time because another vehicle got in its way that shouldn't have?
Like I said, pretty much all collisions can be said to have been the result of not stopping. |
