I am looking to buy a mini bus to like have tail gate parties and such and I have one picked out and its seats 21 with 2 wheel chairs do you think legally I could get away with taking out a few of the seats to make it legal so I don't have to get a license?

Any vehicle which carries 16 or more (including the driver), has air brakes, has a GVWR of 26,000 lbs or more, or is used to carry passengers or cargo for hire will require the driver to have a CDL. The type of CDL will be determined by the various combinations possible.
Just go get the license. It's not that difficult to pass the test in a small bus like that, and you just might learn something in the process. |

I don't know for sure, but I don't think you can do that. Talk to whomever does the CDL testing...they might know. |

I don't know about your state, but in California, a driver only needs a special licence if he provides public transportation, or, is otherwise, driving a vehicle for hire.
Think about all those massive RVs on the road. No need for any special license or training to drive one of those.
By the way, I recommend you keep the wheelchair lift. Comes in handy for lifting supplies into the bus. |

In the United Kingdom, it does depend on how many seats there actually are inside.
If the vehicle was CONSTRUCTED to hold eight or more persons, including the driver, then
the owner of the vehicle needs to hold an Operator's Licence,
he must employ a Transport Manager who needs to hold a Certificate of Professional Competence, and,
all the drivers must have a vocational Passenger Carrying Vehicle Licence as part of the Driver's Licence. |
