The difference is that you would be blinding the drivers of oncoming vehicles, perhaps causing them to run into you. I guess the good news is that you would see your impending doom much more clearly, just before they hit you.

For standard driving conditions fog lamps will not really help that much. And in most areas it is illegal to use them unless the weather conditions warrant their use ( fog - snow ).
What you require is a good set of dedicated driving lamps. I live in the country and I use a set of pencil beam driving lamps that are wired by relay into my high beam circuit. By law, fog lamps must be wired into the low beam circuit.

Whether you get fog lights or driving lights, you may see better, but the people coming at you will not.
Take note of other people who's extra lights blind you at night, and ask yourself - "Do I want to be like that?"

I would only get them, or use them, if I were out on the road with very little traffic.

Fog lights are designed and focused to illuminate right in front of the car, so you can see close up and side to side.

What you're thinking about getting is driving lights, which are focused with a narrow beam that projects a little farther than your standard headlights.

Whichever one you get, make sure they are focused lower than your low beam headlights, and that they cannot come on with your high-beams.

Going off on a different tangent... if you feel that your night driving vision isn't as good as it should be, you might want to consider having your eyes checked.

Do not wire auxiliary lamps directly to the high or low beam circuits. Make sure there is a switch. That way, you can turn fog lamps off when not needed, but can't drive only on them, you will need the low beams on.
You will likely need a relay, so go to a specialty shop that has the proper parts.
However, if you think fog lamps will help you see better, you think wrong, they are only for fog, blowing snow, etc, as they are aimed and focused low to give you a bit of view on the road, and less reflection back in your eyes.
