I don't know what it's called, but it is available at most auto parts stores, WalMart, and some hardware stores. If I recall, it's called something like "Emergency Hammer" or similar. It is handy to have in case you're trapped in a burning or submerging vehicle. Good luck!

I think Wal-mart had a combo underwater LED flashlight, with a covered seat-belt slasher, and two metal nipples to break the glass, for about $14. One of those cheap spring loaded center-punches will do good on the glass, and you can have one for each car, too, for a few bucks each. Some sporting goods stores will have something like that, or Hardware stores.

If you smash a used spark plug with a hammer, the ceramic white fragments will shatter auto glass with almost no effort. The fragments, no matter how small, are electrictly charged and react w/ glass to shatter it. Just toss a piece into it. I keep some in my console for that very reason. Put a razor blade in there too for the seatbelt

Go to shucks or napa. They have a tool to do that. OR buy a cheap hammer and box cutter at the dollar store and tape them together with shipping or duct tape so each can be used w/o separating the tape. Then make sure your tool of choice is attached somewhere next to your seat within reach.
then when you wake up after being knocked out , hanging upside down in the dark with blood or fuel blinding your eyes you will be able to reach for this tool in the dark with whichever arm still works and smash out the window and then brace yourself for the drop and cut your seat belt! Of course if you recognize you are underwater cut your seat belt first. Then take a few big breaths and brace yourself for the onslaught of water that will rush in when you do break the window.
You cannot prevent every accident just most of them.
