The law requires chains in the drive axle.I would recommend that you put chains on one axle of the trailer. Going down hill the unchained trailer will want to pass you when you apply the brakes.It is always better to be safe then to have another "adventure in moving" when you look in the rear view mirror |

California does require the drive axles and one set of trailer tires to be chained up for combination vehicles (vehicles that are pulling a trailer). And I do believe that law applies to all vehicles towing or pulling a trailer, not just Commercial Vehicles. |

I think the chains are needed for the driving wheels of your car, so, no.

Chains required means that 2 wheel drive vehicles have to install chains on the driving wheels only. The front for FWD, the rear for RWD.
AWD and 4WD are usually exempt if they have mud and snow tires. Trailers are never chained up. |
