I have a question about turning right on a red light. Might be a dumb question?

Okay if there are two right lanes that are "turn right only" and you are in the inner lane with intention of turning right...and there's NO SIGN that says I can't turn on red...am I still okay to turn on red as long as there's no other traffic coming? I know it's okay if I'm in the very very outer right lane and I can just turn right with ease but if I am not in the complete outer right lane what are the rules on that?

I dont recall ever reading about what to do in a situation like this in driver's ed. I dont want to get into any trouble.

Right turn on red started in California, so:

California Vehicle Code 21453.
(a) A driver facing a steady circular red signal alone shall stop at a marked limit line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection, and shall remain stopped until an indication to proceed is shown, except as provided in subdivision (b).
(b) Except when a sign is in place prohibiting a turn, a driver, after stopping as required by subdivision (a), facing a steady circular red signal, may turn right, or turn left from a one-way street onto a one-way street. A driver making that turn shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to any vehicle that has approached or is approaching so closely as to constitute an immediate hazard to the driver, and shall continue to yield the right-of-way to that vehicle until the driver can proceed with reasonable safety.

If two lanes are designated for right turns then both lanes may turn right on a red, after coming to a full stop, and when no one else is in the way.

if there are two right turn only lanes, you may turn right from either lane
after a complete stop. by the way, there are no dumb questions-only
dumb answers.

Very good question, because technically you are not in the extreme right lane but are turning in a situation that allows for this manoeuvre from a red light. Tickets are so technical these days.
Best ask the motor vehicle branch in the jurisdiction that you live.
This is allowed where I live, as is a left hand turn on a red light at a one way street.

most of time if they is one lane you stop and go.. most of time if there is two right turn lanes its same thing.. no signs stating no right turns maybe ok from both most of tiem when there is two lanes that turn there is a sign saying not to an dcoul ddepend on city or state might ask a local cop

If you have two lanes which are marked "right turn only", you may make a right turn from either lane on a red light (where I live), as long as you first stop for the red light and only proceed when safe to do so.
You may also make a left turn from either lane if there are two lanes marked "left turn only", FROM A ONE WAY STREET ONTO ANOTHER ONE WAY STREET, if you stop first for the red light and only proceed when safe to do so.
You may not make a left or right turn, however, if there is a prohibitive sign ("no right/left turn on red").........
You must also make your turn into the corresponding lane and watch for other drivers beside you, who may not do this.
Also it has been my experience that at times the driver in the curb lane, which is designated for turns only MAY GO STRAIGHT THROUGH AND NOT MAKE A TURN......so, watch out for these drivers also.

In California, that outer right turn lane is allowed to turn on red, same as the inner lane, with the exact same restrictions: No sign prohibiting a turn on red signal, after coming to a complete stop, and it is safe to do so.

If as you say both are right turn only lanes then yes you can (AFTER A COMPLETE STOP) As long as they are both Right Turn Only lanes and the left lane does not have a split right or straight arrow on it.
