I have this weird neighbor who puts rags in his gas tank, (the cap is open and the rags hang out of it)??

He also puts plastic bags on his tailpipe, and rearview mirrors, he always has his hood open, and one time, my sister in law came over to visit and she said he was carrying a car battery in a blanket around the corner. Can someone tell me why he does this? This isn't a joke, the guy seriously does this stuff and I don't know why. Is it a hazard? Should I report it to someone? I don't know maybe he is just weird or is there a reason to do such things?
Additional Details
I don't think he is married, he's white, lives alone, and has no electric I guess, I never see lights on. One time he was outside washing his car because it rained, so I guess he doesn't have water either. I don't spy on him or anything, I just notice the things he does, I've never heard of him harming anyone, I was just concerned about the things he does.

I would guess that he's probably old and senility is setting in. If so, hopefully he has family that will care for him. Otherwise, if you get real concerned that he is a danger to anyone or himself, call family services.

I don't think its weird, doesn't want his tail pipe to rust, wants to keep rear view mirrors clean, perhaps the watchaca ma call it that holds the hood open is broken and if he puts it down he would have a hard time getting it open again, probably no gas in the tank, he is smart to wrap an old blanket around the battery while carrying it. As for washing the car when it rains welllllllll ya never know about guys and their cars.

This guy has a really weird neighbor. She spys on him, and she just can't seem to understand why he doesn't want it to rain in his gas tank. She must've never lost her gas cap. She thinks it's not normal to protect himself from battery acid by putting an old blanket around his battery while he carries it. She is so weird that she even has her in-laws spying on him. Do you think she is dangerous? Should he report this weirdo to someone? Or maybe he should just let her live her life, and she'll let him live his?

Sometimes people who don't mind their own business, cause problems for people that do. Sometimes people don't realize that they are the weird ones, not the eccentric, harmless people that they attack for being different. Maybe you would like to burn him at the stake? Take a look at yourself. Are you really the kind of person that you come off as? If so, please get counselling. All through history people have been persecuted by people like you, often killed, even tortured. All because someone like you can not accept the diversity of humankind.

It sounds like your neighbor has a junker and no money to fix it.Go buy a gas cap for his car and throw it in his yard when he's not looking.If he uses it you"ll know and if he doesn't, check your homeowners policy! ha ha!

No way is this fellow sane. I'd report him to the department of health and safety in your town. I'm surprised he doesn't get pulled over by police when he drives that vehicle.

Wonder if he is planning to bomb something. Don't know where you live but the cops won't do anything unless he is doing something wrong. Does sound odd. Is he married? race? does he work? i little more info might help.

Yeah this guy sounds like a nut job. Hanging rags out of the fuel tank is very dangerous and an explosion risk. Covering the tail pipe will prevent proper exhaustion of the fuel gasses and anyone inside is at risk of asphyxiation. If he has kids or anyone else he is responsible for, you should report him.

Nothing you have said indicates to me that he is a dangerous person.I would however be on guard and watchful(which it seems your already doing) I would avoid becoming friends he sounds like a Paranoid Skitzofrintic ( I know my spelling)With the plastic bags indicate to me that he may think someone is watching him.And with the tailpipe scared someone will damage his car.The more I think about it he probably is Paranoid.These people can be dangerous and unpredictable..Stay safe!!

I have not seen someone exactly the same with the man in your description but I would try to say that every individual has their own way of doing things. He might just be a loner. He probably lost the cap in his gas tank that is why he put some rag on it. The batteries he probably used to power lights in the house, that is why the car hood is always open.

that is not very safe using rags as a cap they absorb the fumes and can ignite very easel he prob lost the cap he may remove the battery because it needs charging due to a stuffed battery or a fault in the electrical system or it is an anti theft system ask him and he will prob explain his lodgic
