What about HID fog lights? I doubt that could blind anyone. If this is legal, how did it work?

I guess it would be weird if the fog lights overpowered the headlights, or maybe not, IDK.

Anyone know?

NOTE: I could buy projectors, but I do not really like the look for the projectors made for a 98 S70.
